​Care at home: Projecting Thailand’s need for national and migrant labour for home-based care for older persons

This report projects Thailand’s future demand for both national and migrant labour in home-based care for older persons. Drawing on empirical analysis and stakeholder insights, it examines workforce gaps, care arrangements, and labour market implications in an ageing society. The findings inform policy dialogue on decent work, migration governance, and sustainable long-term care systems—supporting evidence-based planning for a resilient care workforce.

RECOMMENDATIONS AND PROPOSED ACTIONABLE MEASURES: STRENGTHENING INCLUSIVE AND EQUITABLE CARE SYSTEMS IN THE CONTEXT OF AN AGEING SOCIETY

This report introduces actionable recommendations to strengthen inclusive and equitable care systems in the context of rapid population ageing, grounded in a life course perspective. It highlights how care needs, labour markets, and social protection are interconnected across generations—from early-life investment to decent work, caregiving, and active ageing. The publication underscores the critical role of labour policies, care work, and workforce preparedness in building sustainable care systems for ageing societies.
