Guidelines for Driving the Thai Labour Market to Overcome the COVID-19 Era: Adapting All Workers of All Ages for Progress, Security and Sustainability

The CU-COLLAR report provided evidence-based, life course-informed guidance on Thai labour market adaptation during and after COVID-19, emphasising skills development, multi-stage workforce support, and structural resilience across career phases. It was developed with the Senate Labour Commission and Ministry of Labour and has been leveraged for high-level policy engagement. The findings were presented to the Thai Cabinet, informing strategic discussion on labour reforms aligned with national recovery goals. Vice-Prime-Minister and government leadership subsequently mandated implementation of key labour-market recommendations, including up-skilling pathways, enhanced social protection, and integrated workforce planning to ensure sustainable employment and inclusive participation across generations

Care at home: Projecting Thailand’s need for national and migrant labour for home-based care for older persons

This report examines Thailand’s growing demand for home-based care through a life course perspective, linking population ageing, care needs, and labour markets. It projects future requirements for both national and migrant care workers, highlighting implications for decent work, skills development, and labour governance. The findings underscore how investing in care across the life course is essential to sustaining labour supply, supporting families, and building equitable care systems in an ageing society.
